Agricultural Land in Uttarakhand: Buying Rules, Prices and Legal Requirements

Ask a property dealer in Haldwani about farmland, and the first question he puts to you won't be about budget. But it will be about your address.

That's because agriculture land in Uttarakhand now comes with a residency test. Under the state's revised land law, a buyer from outside can purchase farmland only in Haridwar and Udham Singh Nagar, and only with the state government's prior sanction. In the other 11 districts, that door has closed.

So who can still buy agricultural land in Uttarakhand, what drives the price, and which papers must be in order? Below, we take each in turn, drawing on the Act's own text.

What Revised 2025 Law Says About Agriculture Land in Uttarakhand

The Uttarakhand Assembly passed the amendment bill on February 22, 2025, as News On AIR reported. The Governor gave assent on April 30, and the state published it as Uttarakhand Act No. 11 of 2025 on May 1, 2025.

It amends the Uttar Pradesh Zamindari Abolition and Land Reforms Act, 1950, which the state inherited in 2000. One detail changes a great deal: the Act applies across the state except areas inside a Municipal Corporation, Nagar Palika or Nagar Panchayat. Plots within those limits follow municipal and master-plan rules instead.

Per ThePrint, the restricted districts are Almora, Bageshwar, Chamoli, Champawat, Dehradun, Nainital, Pauri Garhwal, Pithoragarh, Rudraprayag, Tehri Garhwal and Uttarkashi.

Who Counts as an Outsider?

You might assume the test is a domicile certificate. It isn't. The restrictions apply to a person who did not own immovable property in Uttarakhand acquired on or before 12 September 2003, and whose family didn't either. The Act counts spouse, children, parents, grandparents and siblings as family. So a Delhi resident whose grandfather bought a plot in Almora in 1995 may be placed very differently from a first-time buyer.

Four conditions travel with every purchase:

  • The three-year clock. Whatever you declare, you must start using the plot for it within three years of registering the sale deed.
  • False affidavits carry a heavy price. A wrong declaration can cancel the sale and hand the holding to the government.
  • Larger projects need a certificate. In Haridwar and Udham Singh Nagar, going beyond ceiling limits for industry, education or health care needs a "land essential certificate."
  • Leasing is allowed. Farm and allied holdings can be leased for up to 30 years, a route National Herald describes as a possible loophole.

What Drives Agricultural Land Price in Uttarakhand?

No reliable statewide price exists for farmland, so anyone quoting one figure is guessing. Asking prices for agriculture land for sale in Uttarakhand swing wildly between a terraced field in Pithoragarh and irrigated acreage near Rudrapur. What you can understand are the forces behind them.

  • The circle rate. Each district fixes a minimum value for registration. Uttarakhand revised these in October 2025, and in Dehradun alone the update covered 536 agricultural areas, according to The Daily Jagran. Non-farm rates rose about 15% statewide.
  • Distance from the road. Circle rates themselves are graded by whether a plot lies within 50 metres of a main road, between 50 and 350 metres, or further away.
  • Usable ground. National Herald puts the cultivable share of the state at roughly 14%. Flat, irrigated fields are rare and priced accordingly.
  • Who is allowed to buy. In the 11 restricted districts, fewer people can now legally buy from you when you sell.

Registration adds its own cost. HomeFirst India lists stamp duty at 5% for male buyers, a reduced 3.75% for women on purchases up to ₹25 lakh, and a 2% registration fee that stops at ₹25,000. The larger of the sale price and the circle rate becomes the base for duty.

Even an eligible buyer needs a tidy paper trail before they buy agricultural land in Uttarakhand. Start with the land records on the state's Bhulekh portal, searchable by district, tehsil, village and khasra number, as HomeFirst's land records guide explains.

  • Khatauni: names the owner and lists every khasra number they hold
  • Khasra: the plot-level record, including land use and crop details
  • Sale deed chain: every past transfer
  • Mutation entry: confirms the current owner in revenue records
  • Your affidavit, state sanction where needed, and proof of pre-2003 property if you rely on it
